Public-map limitation
The six Coffee dam IDs are documented in OWRB records reviewed by this project, but the structures were not returned by the published OWRB dam-inventory service or the federal National Inventory of Dams when checked. Newly jurisdictional structures may lag public GIS updates; absence from those maps does not invalidate the underlying agency file identifiers.
Important filing caveat
The December 18, 2025 assurance forms for Dams 4 and 5 list the same coordinates despite identifying different legal sections. This is flagged for agency reconciliation and is not asserted as a proven error. Entity and manager names on those forms are filed representations, not substitutes for deeds or certified entity histories.
