September 15, 2026 OWRB board meeting

The official OWRB Board Meetings page links the final agenda and supporting packet for this meeting. The final agenda lists Coffee Dams No. 1–3 and 6, Canadian County (OK30688, OK30689, OK30690, and OK30686), under “Consideration of and Possible Action on Consent Order.”

OWRB Inquiry 3090 production reviewed

OWRB assigned Web Inquiry 3090 to the project's request for Cedar Lake Dam (OK11073) structural and engineering records and provided a 29-PDF Box set. All 29 PDFs matched files already present in the August 31 Coffee Dam production. Extracted-text review and full-page OCR of all 131 pages located no record responsive to the eleven numbered request categories within that review scope. That finding does not establish OWRB's holdings elsewhere. No item-by-item disposition was supplied.

Records-request status correction

Project records confirm that both the Oklahoma Department of Environmental Quality and U.S. EPA Region 6 responded to Cedar Lake records inquiries on September 10, 2026.

ODEQ Central Records responded to the project's request concerning Clean Water Act §401, surface-water, complaint, and related Coffee-dam records. ODEQ requested date-range clarification for portions of the request and referred the complaint-record search to its Environmental Complaints and Local Services Division.

In a separate response concerning private-well sampling and laboratory records, ODEQ stated that private-well test results are not available through the Oklahoma Open Records Act, directed researchers to its SDWIS database for public-water-system test results, and requested a date range for Cedar Lake North, Cedar Lake South, and Cedar Lake Office monitoring and enforcement records.

EPA Region 6 also responded on September 10. Environmental Engineer Daniel Landeros advised that locating the requested EPA records would require a formal FOIA request through EPA's online portal and offered to discuss Clean Water Act §404 by telephone.

Accordingly, earlier statements on this site describing ODEQ receipt as unconfirmed or federal-inquiry delivery as unconfirmed are outdated. These responses confirm agency receipt and routing only. They do not establish whether responsive records exist, resolve federal jurisdiction, establish a permit requirement, or constitute a substantive agency determination on the Cedar Lake dispute.

OWRB production review

OWRB responded to Web Inquiry 3078 on August 31 with a 103-PDF Box production. A twelve-item completeness follow-up was submitted September 1. OWRB replied that it would resend the Cedar Lake presentation through Box, but did not provide item-by-item answers. A 72-slide presentation file has been adopted by this project as an OWRB records-production item delivered through Box; archive inventory listing is pending. Its bytes match Box file 2406118218844, version v4 as served on September 1, 2026 at 18:49 CDT. Whether it is the requested approximately 69-page investigation remains unresolved; its substantive statements are attributed to OWRB, have not been independently reproduced, and are not republished here. On September 2, 2026, a domain-authenticated OWRB Public Information response stated that the presentation is not for distribution in any individual slide or in its entirety and that the project's clarification (Web Inquiry 3086) had been forwarded to OWRB's legal department for further review. The response did not state a legal or policy basis for the asserted restriction.

Community water-supply work

Reported dependencies include well inspection and yield testing, pump and hose pricing, pipeline quotations and a property-line survey. No public completion dates are established.
